EGIPA Issues New Decisions Revising Official Fees – Decisions No. 138 & 140 of 2025

The Egyptian Intellectual Property Authority (EGIPA) has issued two new decisions—No. 138 of 2025 and No. 140 of 2025—both published on 14 October 2025, introducing revised schedules of official fees across the Patent Office, Utility Models, and Plant Varieties Departments. These decisions form part of EGIPA’s ongoing reform efforts following its establishment under Law No. 163 of 2023 and subsequent Board of Directors’ resolutions in May and September 2025.

Decision No. 138 of 2025 – Patents and Utility Models

Decision No. 138 concerns the Central Department of the Patent Office and Utility Models, introducing a broad update to the services and related fees applied by the department. This marks the second official fee adjustment issued by EGIPA in 2025 for patent-related services. The revised framework includes new chargeable services that were previously unbilled and introduces fees for a range of operational and procedural steps, including extensions for payment deadlines, submission of documents via the electronic filing system, formatting of applications under the new forms, preparation of drawing boards, patent searches, and recordals such as assignments, licenses, and amendments to applicant or company details.

Decision No. 140 of 2025 – Plant Varieties (PV)

Decision No. 140 relates to the General Department of New Varieties of Plants and introduces, for the first time, a comprehensive list of official fees governing plant variety protection services. The new framework covers examination and amendment requests, priority claims, recognition of DUS results, maintenance reports, committee requests to verify infringement of protected varieties, and the registration of assignments or licences of use. The decision also provides for official fees on the issuance of certificates, affidavits, and official statements issued on secure paper bearing the seal of the Republic, which were not previously subject to such charges.

Both decisions have entered into immediate effect as of 14 October 2025. The announced changes apply solely to EGIPA’s official government charges and do not affect our firm’s service fees.
