The government continues granting benefits to startups by issuing the Prime Minister’s Decision No. 4278 of 2023 in accordance with the MSMEs Law.

 

On November 7, 2023, the Prime Minister of Egypt issued Decree No. 4278/2023, introducing amendments to certain provisions of the executive regulations of the Micro, Small, and Medium Enterprises Development Law “MSMEs,” as initially outlined in Prime Minister’s Decision No. 654 of 2021.

 

A concluding paragraph is to be appended to the Executive Regulations of the aforementioned “MSMEs,” empowering competent authorities to issue a temporary license for projects before obtaining approval from the designated Civil Protection Department, as stipulated in the law.

 

This provision comes into effect under the following conditions:

 

The project owner must submit an acknowledgment, committing to fulfill all necessary requirements for obtaining approval from the competent Civil Protection Department within a maximum period of one year from the date of the temporary license issuance. Failure to meet these requirements within this timeframe renders the temporary license invalid. Additionally, the project owner must submit an advisory report on the proposed civil protection systems for the project, along with a timetable for implementation not exceeding one year.

 

The project must fall within the category of facilities classified as “low-risk” based on the classification outlined in the Egyptian Code for Design Foundations and Implementation Conditions for Facility Fire Protection.

 

In essence, this initiative is anticipated to have a substantial positive impact on the Egyptian economy. It aims to boost entrepreneurship, foster innovation, create job opportunities, and address the challenges of unemployment in recent years. The government’s provision of significant advantages to startups enhances their capacity to engage and influence the Egyptian market effectively.
